Dear Comrades,

 

The Federal Secretariat of NFPE met at New Delhi on 14.10.2010. Com. Ishwar Singh Dabas, Deputy Secretary General & GS P-4 presided. Com. M. Krishnan (SG) Com. R. N. Parashar (Asst. Secretary General) Com. K. V. Sridharan (General Secretary P-3) Com. Giriraj Singh (General Secretary R-3) Com. P. Suresh (General Secretary R-4), Com. V. P. Chauhan (AIPAEA Vice President) were present. Com. S. S. Mahadevaiaha, (General Secretary, AIPEDEU,) also attended the meeting.

 

The following agenda items were discussed and decision taken.

 

1.      Review of the 7th September 2010 strike:

Federal Secretariat came to the conclusion that in the coming days, serious effort shall be made to further improve the participation of Postal & RMS employees in the common struggle of the working class against anti-people, anti-labour policies of the Central Government. An indepth review of the 7th September strike will be made in the next Federal Executive meeting.

 

2.      Verification of Membership and Recognition of Unions:

The Federal Secretariat expressed satisfaction over the result of the membership verification. All NFPE affiliates have got recognition with an impressive percentage of membership. The Secretariat congratulated all the employees for endorsing their faith in NFPE. The fact that the All India Postal SBCO Employees Association and All India Postal Civil Wing Employees Association which have been formed under the guidance and leadership of NFPE, have also got recognition this time and made our victory more proud. The meeting viewed with grave concern over the delay in grant of recognition to Administrative Employees Union and the GDS Union. The Federal Secretariat urged the authorities to declare the result without and further delay.

 

3.      1st All India Conference of AIPSBCOEA & AIPCWEA:

The Federal Secretariat decided to extend all help for conducting the 1st All India Conference of the newly recognized AIPSBCOEA and AIPCWEA at Hyderabad (Andhra Pradesh). The AIC of SBCO Employees Association will be held on 11.12.2010 (KG Bose Day) and the AIC of Civil Wing Employees Association will be held on 12.12.2010. Delegate Fee will be decided later. Detailed circular will be issued later.

 

4.      Federal Executive Meeting of NFPE:

The Federal Secretariat decided to convene the Federal Executive Meeting of NFPE at Hyderabad on 10.12.2010.

 

5.      2010 July 13th deferred strike

The Federal Secretariat reviewed the progress in settlement of the demands. While appreciating the prompt action taken by the Department in settling certain major items such as filling up of posts, constitution of cadre restructuring committee, convening of the JCM Departmental Council etc, the meeting expressed concern over the delay in implementing the assurances given in some of the items. The meeting decided to vigorously pursue the cases with the Directorate for result-oriented action.

 

6.      JCM Departmental Council

The Federal Secretariat decided that the JCM staffside shall request the Secretary, Department of Posts to convene the next meeting of the JCM Departmental council at an early date, not later than December 2010 to discuss the remaining items of the Agenda of the last meeting and also new items to be given by the staff side.

 

7.      Cadre Restructuring

Federal Secretariat decided to explore the possibility of submitting a joint proposal by the staff side to the cadre restructuring committee. A joint meeting of the General Secretaries and Secretary Generals of NFPE and FNPO will be held on 25.10.2010 to discuss the issues relating to cadre restructuring and to arrive at a consensus.

 

8.      Committee on Postman Related issues

The Federal Secretariat is of the considered opinion that in addition to the General Secretaries of P4 unions (NFPE & FNPO) the Secretary Generals of both the Federations shall also to be included as staff side representatives of the committee on postman related issues. The General Secretaries of P4 NFPE & FNPO may write to the Department in this regard.

 

9.      GDS Issues:

It is decided that NFPE and GDS union shall move together for settling the remaining issues of GDS.

 

10.  Presentation on Technological Developments in the Department of Posts.

All available General Secretaries/Secretary General and the Circle Secretaries P-3 unions will be attending the presentation on Technological Developments in Department of Posts at Postal Staff College, Ghaziabad on 23.10.2010 in the presence of Secretary, Department of Posts. Our view points will be communicated to the Department after knowing the full details. Directorate has now postponed the meeting. Next date will be intimated later.

 

11.  Revision of wages of Casual Labourers and Part-time contingent staff:

The Federal Secretariat viewed with grave concern about the abnormal delay in revising the wages of the casual labourers and part-time contingent employees of the Postal department. Whatever may be the reason, there is no justification for this much delay. The Staff Selection commission, which is under the Department of Personnel & Training has issued orders for payment of pro-rate wages to the casual labourers (other than temporary status casual labourers) as per the minimum of the Group D scale of 6th CPC orders with effect from 1.1.2006. The Federal Secretariat is decided to discuss the issue with Secretary, Department of posts. If the issue still remains unsettled it is decided to organize agitational programmes.

 

12.  Functioning of Regional JCM:

Cases of Tamilnadu and Delhi Circles were discussed.

(a)   Tamilnadu Circle: It is decided that the General Secretary, P-4 Union, may give a written directive to the Tamilnadu P-4 circle union to cooperate with other Circle unions on the issue of election of Leader and Secretary staff side RJCM and also to form the NFPE Circle coordinating committee in Tamilnadu Circle.

(b)   Delhi Circle: It is decided to convene a joint meeting of all the Circle Secretaries (NFPE) of Delhi circle and also General Secretaries (NFPE) on 26.10.2010 at NFPE office for arriving at an agreed formula for electing the Leader and Secretary Staff side.

13.  All India Study Camp:

It is decided that the All India Study Camp of NFPE will be held in the month of February 2011 in Kerala at Thekkady (near Munnar High Range, Idukki Division) which is also one of the famous tourist destination. The camp will be held on 13.02.2011 & 14.02.2011. The Camp is mainly intended to impart training to the leaders for better and efficient functioning at organizational level. All Circle Secretaries of the unions affiliated to NFPE and General Secretaries/Presidents (CHQ) and All India office bearers shall attend the All India Study camp without fail. General Secretary, AIPEDEU, has been requested to join the camp with Circle Secretaries of GDS Union.

 

14.  Foreign Delegation to Royal Mail, Landon

The delegation will be leaving India on 17.10.2010 and returning on 24.10.2010. Com. M. Krishnan (Secretary General) Com. K. V. Sridharan (General Secretary P3) Com. Ishwar Singh Dabas (General Secretary P4) Com. Giriraj Singh (General Secretary R3) and Com. P. Suresh (General Secretary R4) are the staff side members of NFPE in the ten member delegation. The delegation is visiting London to attend the training programme of Royal Mails, the National Postal Service of United Kingdom.

 

15.  Remittance of Quota and other dues to NFPE

NFPE WRITES TO THE DEPARTMENT FOR PRODUCTIVITY LINKED BONUS (PLB) FOR THE YEAR 2009-2010

Sub : Productivity Linked Bonus (PLB) to Postal Employees for the year 2009-2010.

As you are aware the Pooja Festival (Dussehra) is celebrated all over India in the month of October. Every year Bonus for Central Govt. Employees is declared by the Govt. well before the commencement of Pooja Festival.

I request you to take necessary action to ensure grant of PLB to Postal Employees also before the Pooja Festival. The following issues which are agitating the minds of the Postal Employees may be considered favourably while declaring the Bonus for the year 2009-2010.
(a) The undeclared cap of 60 days imposed by the nodal ministry may be got removed and eligible Bonus granted.
(b) The enhanced monthly salary ceiling of Rs.3,500/- may be made applicable to Gramin Dak Sevaks also. In this regard the judicial pronouncements of various CATs may be referred.
(c) Casual Labourers and GDS may be granted Bonus as per the amended statutory Bonus Act.

ONE DAY ALL INDIA GENERAL STRIKE ON 7th SEPTEMBER,2010
Dear Comrades,

The meeting of the National Federation of Postal Employees & All India Postal Extra Departmental Employees Union held at New Delhi on 12th August,2010 resolved to conduct joint nation wide campaign amongst the Postal, RMS, MMS, Postal Accounts, Postal Administrative Employees and GDS Employees to participate in the nationwide one day strike on 7th September, 2010 decided by the Central Trade Unions, State and Central Government Employees Organisations, Banks, LIC, College and school Teachers Organisations etc in a joint national convention held at New Delhi on 15th July 2010 in protest against unprecedented price rise of essential commodities, violation of trade union rights, ban on creation of Posts, contractorisation, outsourcing and privatization, Regularisation of Gramin Dak Sevaks and Casual Labourers fundamental trade union rights etc. The Charter of Demands and copy of Strike notice is attached herewith for your campaign.

We would call upon all Circle/Divisional and Branch Secretaries of NFPE and GDS Union immediately to hold joint meetings at all offices and ensure participation of all staff and make the 7th September, 2010 strike a grand success.

We are having the moral responsibility to raise our voice and record our concern against the onslaughts unleashed on working class and we are wholeheartedly participating in the nationwide strike organised on 07.09.2010. All are requested to involve themselves in total for the successful result of the ensuing strike.

Charter of Demands
1. Price rise of essential commodities to be contained through appropriate corrective and distributive measures like universal Public Distribution System and containing speculation in commodity market.

2. Concrete proactive measures to be taken for linkage of employment protection in the recession stricken sectors with the stimulate package being offered to the concerned entrepreneurs and for augmenting public investment in infrastructure.

3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4. Steps to be taken for removal of all restrictive provisions based on poverty line in respect of eligibility of converge of the schemes under the Unorganized Workers Social Security Act 2008 and creation of National Fund for the Unorganized Sector to provide for a National Floor Level Social Security to all unorganized Sector workers including the contract/casual workers in line with the recommendation of National Commission on Enterprises in Unorganized Sector and Parliamentary Standing Committee on Labour.

5. Disinvestment of shares of Central Public Sector Enterprises (CPSEs) is not resorted to for meeting budgetary deficit and instead their growing reserve and surplus is used for expansion and modernization purpose and also for revival of sick Public Sector Undertakings.

6. Fill up all vacant posts and lift the ban on recruitment and creation of justified posts.

7. Stop outsourcing/contractorisation of Governmental functions

8. Regularise all Gramin Dak Sevaks daily rated workers/employees. Remove the ceiling on compassionate appointments; end the discrimination in the bonus ceiling of GDS employees.

9. withdraw PFRDA bill and extend the statutory defined benefit pension scheme to all Government employees

10. Guarantee right to strike as a fundamental right of employees.

The first Federal Secretariat meeting after the 8th Federal Council of NFPE is held on 12.08.2010 at NFPE office New Delhi under the Presidentship of Com. K. K. Sharma, (R-4), Vice President, NFPE. The following were present Coms: D. S. Chauhan (AIPAEA) Vice President, M. Krishnan, Secretary General, NFPE, R. N. Parashar, Asst. Secretary General, Ishwar Singh Dabas, Dy. Secretary General/General Secretary P4, Raj Kumar, Financial Secretary, K. V. Sridharan, General Secretary, P3, Giriraj Singh, General Secretary, R3, P. Suresh, General Secretary, R4, Pranab Bhattacharjee, General Secretary, Admn. P. Rajanayagam, General Secretary, AIPAEA.

Com. S. S. Mahadevaiah, General Secretary, AIPEDEU, Com. C. C. Pillai, Ex-Secretary General, NFPE attended the meeting as a Special invitee. The meeting took the following decision.

1. 2010 September 7th One day All India General Strike
The meeting fully endorsed the decision of the confederation of Central Government Employees and workers to join the All India General Strike on 07.09.2010, as per the call given by Nine Central Trade Unions, Central and State Government Employees Federation & Teachers federations, Bank, LIC, BSNL and other public Sector employees. In addition to the first five demands which are common to all working class, another five demands of the Central and state Government Employees are also added to the Strike charter.

The following are the strike charter of demands: –

Charter of Demands

The meeting unanimously decided to make the strike a grand success. Campaign programme of the All India Leaders are enclosed herewith. All Circle Secretaries of each Circle Should consult each other and jointly make arrangements for the conduct of the meetings which will be attended by the All India Leaders/office bearers. Copy of the strike notice signed by Secretary General , General Secretaries of all affiliated unions and GDS Union is enclosed herewith Meeting decided that all general Secretaries shall also issue separate Circulars to their Circle/Divisional/Branch Secretaries emphasizing the need to make the strike a total success. Intensive campaign like general body meetings, conventions, office-to-office squad work, issuing of bulletins and pamphlets etc is to be conducted.

2. National Executive of the Confederation of Central Government Employees and workers held at New Delhi on 11.08.2010, has chalked out the following campaign programmes for making the strike a grand success in the Central Government Employees Sector.

(i) To organize joint conventions at all state capitals and other important places under the auspices of the State Units of the Confederation, All India State Government employees Federation (AISGEF) and All India Defence Employees Federation (AIDEF).

(ii) Confederation will serve strike notice on 13.08.2010. All affiliates and their units shall serve the strike notices on their respective Heads of Department/Office by 20th inst.

(iii) Confederation CHQ will prepare campaign material in the form of brief note on each of the demands in the charter and place the same on its website. www.confederationhq.blogspot.com (All are requested to download it and translate it into their local language and use it effectively as a campaign material)

(iv) Demonstrations will be organised at all state capitals and other regional centers jointly by all participating affiliates on 6th September 2010.

As NFPE is the major constituent of Confederation it is our responsibility to take the lead in organizing the campaign programmes by extending our fullest cooperation to the state/district units of Confederation. We should also ensure that the strike is total in the Postal and RMS offices in all circles and throughout the country. Please take it seriously and start campaigning now itself.

3. Review of the deferred Indefinite strike from 13th July

The Federal Secretariat after detailed deliberations came to the following conclusions;
(a) In many circles the compaining for the strike was not conducted in an effective manner. This should be examined self-critically by all concerned and remedial measures shall be taken to avoid recurrence of such lapses in future.
(b) The strike settlement is satisfactory. The Federal Secretariat appreciated the positive approach shown by the Secretary, Department of Posts, in settling some of the major issues in the Charter of Demands.
(c) The progress made in respect of the assurances given by the Secretary (Posts) is satisfactory and Federal Secretariat authorised the Leadership to ensure time bound follow up action. Department has already initiated action for filling up of Posts, convening JCM Departmental Council, Constituing the cadre restructuring committee, getting clearance from Ministry of Finance for the Annuity Pension Scheme of Gramin Dak Sevaks etc etc.

4. JCM Departmental Council Meeting:
The Department has notified that the JCM Departmental Council Meeting will be held on 27.08.2010. the items (total 116 items) notified for discussion are available in the NFPE Website (www.nfpe.blogspot.com). Ten representatives from NFPE and four from FNPO is the composition of the staff side in the JCM Departmental Council.

The Federal Secretariat decided to collect information from all Circles Secretaries whether the JCM (Regional Councils) has been constituted in their Circle, if not the reason thereof and raise the issue in the JCM Departmental Council and request the Secretary, Departmental of Posts to take action for ensuring regular holding of the JCM Regional Council Meetings also in all Circles. If the non-constitution of the JCM (RC) is due to any dispute among the affiliates of NFPE, then the Federal Secretariat authorised the Secretary General to convene a meeting of all Circle Secretaries of that Circle and resolve the issue amicably.

5. Cadre Restructuring
The department has issued orders constituting the cadre restructuring committee under the chairmanship of DDG Establishment. Com. K. V. Sridharan, General Secretary, P3 and Com. Giriraj Singh, General Secretary, R3 are nominated as the representatives of NFPE in the cadre restructuring Committee. The Federal Secretariat authorised the NFPE representatives to demands the cadre restructuring of all cadres including PA/SA/PA (CO)/PA (SBCO), Postmen, Mailguard and Multi Skilled Group – C etc in the first meeting of the Committee and thereafter take further action.

6. Mail Net Work optimization programme
The Federal Secretariat reviewed the view points presented by Secretary Department of Posts in the meeting with the staff side on 15.07.2010 regarding Mail Network optimisation programme and after detailed deliberations it is decided that we need not oppose the Scheme subject to the condition that there should not be any privatization, outsourcing and closure of RMS offices and violation of the agreements already reached with the staff side. Any excesses as in the case of project Arrow will be opposed when the scheme is put into practice. Our apprehension regarding the Mckinsey has been conveyed to the Department during the 15th July meeting. The assurance of the Secretary Posts, that while implementing the Scheme frequent consultation with the staff side will be made at all levels and they will be taken into confidence is to be implemented in letter and spirit by the Department.

7. Decisions of the 8th Federal Councis of NFPE and follow up action.
The Federal Secretariat took the following decisions for strengthening the organizational functioning and unity.
(a) In all Circles Postal Coordinating Committees are to be formed in a phased manner.
(b) State Level Trade Union Camps should be organised in all Circles
(c) NFPE Unions should take the lead for forming state committees of confederation of Central Government Employees and workers and shall strive hard to strengthen the unity and organizational work among the affiliates of confederation.
(d) State/District level women convention (NFPE) are to be convened for creating awareness among women employees for active participation in Trade Union activities.
(e) Postal Casual labourers Union should be formed in all circles in a phased manner and holding of All India Convention will be decided in the next Federal Executive meeting.
(f) Decided to conduct an All India study Camp of under the banner of NFPE before December 2010. The All India office bearers of NFPE and affiliated unions, Circle Secretaries of each affiliates and some active workers shall participate in the All India Study camp. Venue, dates etc will be decided later.

8. Foreign Delegation by India Post to Royal Mail London
Department has informed that a foreign delegation to Royal Mail, London will arranged in September 2010. There will be five representatives from NFPE (SG, GS P3, GS P4, GS R-3, GS-R-4) in the delegation.

9. Postal Crusader
Federal Secretariat decided to explore the possibility of accepting advertisements from P&T cooperative Societies etc for publication in Postal Crusader.

10. Financial Review
It is decided to request all affiliates to ensure remittance of full quota to Federation and take necessary follow up action in this regard.

11. All India Conference of All India Postal Accounts Employees Association (AIPAEA) will be held at New Delhi from 14th to 17th August 2010.

12. All India Conference of All India Postal Employees Union Group ‘C’ will be held at Pune from 8th to 10th January 2011.

Dear Comrades,

The National Executive of the Confederation met today as scheduled; discussed the steps to be taken to ensure large participation of Central Government employees in the impending strike action of 7th September, 2010 organised by the joint platform of Central Trade Unions and Federations of employees and took the following decisions.

(1) To organise joint conventions at all State Capitals and other important places under the auspices of the State Units of Confederation, AISGEF and AIDEF. The tentative dates on which the conventions will take place at different places are indicated in the joint communication, copy of which is enclosed;

(2) The charter of demands on which the Strike will be organised is enclosed. (The suggestions made by the participants and accepted at the meeting arte incorporated)

(3) The Confederation will serve the strike notice on 12th inst. And all affiliates and their units are requested to serve the strike notices on their respective of Heads of Department/Office by 20th inst. (Copy of the strike notice will be placed at the Website on 13th.)

(4) The affiliates may add as an annexure described as Part II demands which are department specific and which are pending settlement for a long time.

(5) The State Committees and affiliates will chalk out campaign programme to cover the districts and other regions.

(6) The Confederation CHQ will prepare campaign material in the form of brief note on each of the demands in the charter and place the same on its website.

(7) Demonstrations will be organised at all State Capitals and other regional centres jointly by all participating affiliates on 6th September, 2010 and the members advised to participate in the joint rally organised on the same day by the Central Trade Unions.

(8) The Confederation and its affiliates will participate in the March to Parliament programmes organised by the Central Trade Unions after the strike in pursuance of the acceptance of the demands by the Government.

(9) Confederation will take independent initiative in organising campaign and action programmes in pursuance of the common issues of the Central Government employees after the strike action.

(10)The Confederation CHQ will ensure that the Dharna programme decided upon earlier to protest against the vindictive actions in the IA & AD Department is staged in those State Capitals, which could not be organised on 5th. The National leaders will go over to such State Capitals along with the National leaders of the All India audit and Accounts Association.

(11)The affiliates will make the subscription dues pertaining to the F.Y. 2009-10 immediately.

(12)The Nationals Council of the Confederation will be held at Mumbai in December, 2010.

Dear Comrades,

7th September Nation wide General Strike.

As you are aware, the Central Trade Unions, except the BMS, jointly held a National Convention at Mavalankar Hall, New Delhi on 15th July, 2010. The convention was also attended by the representative of all Federations and Associations of employees and workers. The leaders of AISGEF, AIDEF and Confederation of CGE and workers also participated in the Convention. The said convention unanimously adopted a declaration calling upon the workers and employees in the country to organize a One day General Strike on 7th September, 2010 to oppose primarily the neo-liberal economic policies of the Government of India and its impact on the working class. The copy of the declaration adopted is enclosed. The convention has decided to highlight five important issues that affects the livelihood of workers in particular and poor people of the country in general.

In the wake of the unprecedented unity of the working class of our country we have decided to ensure that every member of our organizations do take part in this historic strike on 7th September, 2010. In order to mobilize the Central and State Employees and Defence workers it is decided to hold conventions at all State capitals and other important workplaces jointly by the three organizations. The State Committee of the three organizations are requested to kindly interact and ensure that the joint convention is organized at their respective places on the dates indicated. It will be difficult to entertain any request for a change of date for it will jeopardize the schedule and affect adversely the conduct of conventions elsewhere.

It is also decided that along with the demands adopted by the National Convention of Central Trade Unions, five important issues of importance to all Government employees should be included in our Charter. The charter of demands in pursuance of which the strike would be organized is as under:- These issues may be popularized amongst the employees and may be explained at the State/District wise conventions. The State leaders of all the three organizations are also requested to organize such conventions at other important towns and cities in their respective States.

Charter of demands.

1. Price rise of essential commodities to be contained through appropriate corrective and distributive measures like universal PDS and containing speculation in commodity market.

2. Concrete proactive measures to be taken for linkage of employment protection in the recession stricken sectors with the stimulate package being offered to the concerned entrepreneurs and for augmenting public investment in infrastructure.

3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4. Steps to be taken for removal of all restrictive provisions based on poverty line in respect of eligibility of converge of the schemes under the Unorganized Workers Social Security Act 2008 and creation of National Fund for the Unorganized Sector to provide for a National Floor Level Social Security to all unorganized Sector workers including the contract/casual workers in line with the recommendation of National Commission on Enterprises in Unorganized Sector and Parliamentary Standing Committee on Labour.

5. Disinvestment of shares of Central Public Sector Enterprises (CPSEs) is not resorted to for meeting budgetary deficit and instead their growing reserve and surplus is used for expansion and modernization purpose and also for revival of sick Public Sector Undertakings.

6. Fill up all vacant posts and lift the ban on recruitment.

7. Stop outsourcing/contractorisation of Governmental functions

8. Regularise all daily rated workers/employees; remove the ceiling on compassionate appointments; end the discrimination in the bonus ceiling of GDS employees.

9. withdraw PFRDA bill and extend the statutory defined benefit pension scheme to all Government employees

10. Guarantee right to strike as a fundamental right of employees.
